Ontario Premier Doug Ford, Health Minister Christine Elliott, Finance Minister Rod Phillips and Economic Development Minister Vic Fedeli held a briefing on Monday to release the framework on how the province will go about reopening amid the COVID-19 pandemic.

Ford said that the framework lays out targets the province needs to hit in order to reopen successfully. He said this involves virus spread and containment, health system capacity, public health system capacity (Is this a repeat?), incident tracking capacity. Ford stressed that the guidelines are about when the province reopens but how, and said he won't set "hard dates" on reopening.

Phillips also spoke about the framework for reopening of the province, saying it would be undertaken in three phases. He said there will be a "natural progression" in how businesses reopen, with those deemed "lower risk" or that immediately meet public health guidelines opening first. Phillips also said guidelines for businesses on how to reopen will be provided soon and progress will be assessed every two to four weeks. Fedeli added that the specific type of businesses that will be able to reopen can't be named but that the government will provide more information when it can.

The premier said life and business is likely to change even as measures may be lifted amid the COVID-19 pandemic, saying while he doesn't think it will be back to 100 per cent "normal" until a vaccine is developed, he said he doesn't think it will "ever go back to where it was before" because our lives have changed. Asked about stage three of the framework to reopen which says restrictions will remain for the "foreseeable future" on sporting events and concerts, the premier said he expects to see "empty stadiums" both in Ontario and across North America at the beginning of summer even as measures lift.

On Monday, there were 14,856 cases confirmed, an increase of 424 from the previous day. The province also saw its highest single-day increase in deaths at 57, bringing the total to 892.
